Penultimate Breath is the story of Cedar, Utah epitomized by Mark Foster. Mark is secluded from the rest of society, subsisting off of other's efforts; he feels that nothing can be done to improve life. The only resource is a youth center in the heart of the 4-mile town. Its operations manager Mr. Garrison does all he can, but it’s never enough. With dwindling resources the town hangs on without hope until a new avenue comes through.
